It’s the culture, stupid!
Chinese people value life and health much more than we do. They grow and consume three-quarters of the world’s green vegetables, for example, and out-live Americans by a healthy margin.
They also value others’ lives, and sacrifice personal freedoms to protect vulnerable grandparents. We let ours get sick and die, plain old.
Policy Support
In China, when support for a policy reaches 66%, Congress stops arguing and starts implementing. When 2000 (out of 3000) contentious Congresspeople agree on something, most folks willingly conform, especially when they see results like this:

China will account for half the world economic growth this year, partly because 72% of their working age citizens are fit to work while only 61% of ours are. That’s 100,000,000 more fit Chinese workers–equal to half America’s national workforce–than if they’d let the virus loose.
